How will NW know to send a new file system, that's not enumerated in the
save set list, to the correct tape or pool? If you don't have 'All'
listed,

If you use All or one of its variants (like All-NTFS), NetWorker handles
figuring out which filesystems should be backed up.

If you don't use "All", you either need to manage the list of filesystems
yourself (potentially via some automated mechanism) or you need to
make careful use of multiple client definitions for the same clients, with
different directives for each client.

Those are your options.
