tpconfig should be sufficient if you're just removing an
individual drive. If this is the last of a storage type (hcart, hcart2) be
sure to delete any associated storage units first.
If it's the last drive on a particular media server, then
you'll have to decomission the media server, too. Make sure to move all
its tapes to another media server first. That's easy to forget and almost
impossible to recover from.
The tapes are a completely different issue - they're not
associated with a drive so you can just let them be used by another
library. If you want to delete them, make sure they're empty of images
(bpimmedia) and delete using "vmdelete".

This is probably
quite simple but I'd just like to know if this should be done in a certain
order. We were using an LTO2 tape drive (or 2) and associated tapes and now
they're no longer being used, how do I remove them from the
EMM?
