NetBackup master or media server functionality is not supported in a Solaris container either.  NBU has to be in the global zone.  You can have a NetBackup client in a container, but not a master or media.

This idea could be done with VM Ware (vm server/vm player), Virtual Iron,
Virtual Box, HP VM's, Solaris Containers, Solaris LDOMs, etc.
