Hi Patricia,
from my understanding of your problem I think Mark's suggested reason is
a red herring.
I think the reason you do not understand the behaviour being exhibited is
you have made some false assumptions about the logic NBU uses when
performing a restore. The logic which causes this is very simple, NBU will
always attempt to restore an image from the media server that performed
the backup unless forced to do otherwise. So when u kick of the restore if
the tape is not present in a library which is connected to the media
server (it doesnt have to be in the same library so long as its in a
library connected to the same original media server) that performed the
backup then it will sit there until you manually insert the required
tape(s). If you want to perform the restore from another media server you
must use the FORCE_RESTORE_MEDIA_SERVER option in the master server
bp.conf. But be careful as this option will force ALL restores to the
alternate media server until you remove/undo the setting,
thanks Andy.

The restore is not managed by what library owns the tape. A restore, by =
default, requests all tapes that contain the *primary* image for the =
data to be restored regardless of the location of the tape. If this =
offsite tape contains copies of images that are also on local tapes, =
then you need to change the onsite copies to be marked as the primary =
copies.
=20
There's a "bpchangeprimary" command for this.
=20
Depending on how you might be creating the copy, you can manage the =
"primary" tape designation using Vault, ITC, or bpduplicate.
