Yeah, until you go to 5.0.

I complained because the GUI no longer lets you set 0 tries.  They told me
it was by design... why would anybody want to use something less than 1?  

Obviously, they don't have to manage NetBackup and have never had to
troubleshoot an issue and wanted none of the jobs to start while doing so...
and since stopping bprd will keep the GUI from starting, which is kind of a
pain sometimes, that leaves deactivating all Policies according to the
support tech.

I haven't tried editing the config file directly or using CLI to change it
to see if that still allows it.

Support suggested submitting a feature enhancement to get it put back in...
funny, you have to request a "new" feature to get something put back in that
until recently has been in there for many versions and years.

I have changed the host properties for the master server for Schedule backup
attempts to 0 tries (in the Admin Console).  That works.

We will upgrade NB4.5MP5 to NB5.1.  During this upgarde procedure,
I mean after upgrading netbackup master server, we would not  want jobs 
to start automatically (there are some
jobs, we need to break/cancel before the upgrade. After this upgrade, 
these jobs can be enter the queue).
There are lots of policies. so, it is so tedious to take all policy to 
in a deactivated state.
During the media servers or client upgrade, I think netbackup master 
server deamon must be open.
The way may be stopping bprd daemon because it is responsible to 
activate bpsched deamon.

i am searching if it is necessary or whether there is a command to 
deactivate
all jobs and after the procedure, active all of them.
