First assign the tape using
vmquery -assignbyid <media_id> <media_type> <pool_number> <status>
<assigntime> |
After it is assigned you should be able to freeze it.

When I try to freeze a non-assigned tape using the "bpmedia" command, I
get
an error since there's no images on the tape.
Netbackup seems to be able to freeze a non-assigned tape when there's
trouble mounting it or similar.
How can I do this myself?
