Is there a way to change NetBackup so the default volume pool for new 
media, when not using barcode rules, is something other than NetBackup 
(e.g. None)?

I know this can be done with barcode rules and we are currently using them 
in our environment.  What I am trying to avoid is someone injecting new 
tapes using the GUI without checking the option to use barcode rules and 
then having the default be for that new media to go directly into the 
NetBackup pool.
