[Veritas-bu] Restarting Netbackup on windows

We have been able to reliably restart Device Manager on NT and 2000 SAN media
servers without this error by doing the following:
1. stop Device Manager
2. stop Volume Manager
3. start Device Manager (this will also automatically start Volume Manager
back up)
Works every time. I did see the error below often until I started using the
sequence above.

Is anyone able to restart Netbackup on Windows 2000 without rebooting the
server?
I have several Windows 2000-based servers in my SAN, and whenever a need
comes up to restart Netbackup, the device will not stay running. After
starting it, it fails after about a minute with this in the event log:
Event Type: Error
Event Source: NetBackup Device Manager
Event Category: None
Event ID: 2677
Date: 7/16/2002
Time: 7:26:00 AM
User: N/A
Computer: XXXXXX
Description:
Cannot get messages: Cannot create a file when that file already exists.
Veritas support had no suggestions.
