I have not done this for years, but this procedure should still work:

  - stop the NetWorker server
  - start nsradmin an make him use the resource directory (nsradmin -d 
/nsr/res/nsrdb)
  - query all license codes (. type: nsr license)
  - delete (and confirm) all license codes
  - quit nsradmin
  - start the NetWorker server

Now you should be able to add the appropriate enablers.
