There's a simpler way then messing around with 28-29-30-31 dates in GUI.
first create your schedule, with a "month" period, put "skip" for each day.
then:
Not sure about proper syntax in Windows (I assume you are on Windows?), in UNIX
it looks like that:
nsradmin -i - <<TXT
. type: nsr schedule; name YOUR_SCHED_NAME
update override: full last day every month
TXT
