Dag -- thanks for your reply. I wanted to do a manual save from a
Windows client of the SYSTEM* savesets, where I could keep an eye on the
log of files being backed up before replying back.
It does not look like files in the C:\Windows\WinSxS directory get
picked up when doing a back up of any of the following savesets in Windows:
C:
SYSTEM FILES:
SYSTEM STATE:
SYSTEM DB:
ASR:
So I am back to square one...
Any other ideas?

Disaster Recovery Guide, we discovered that a number of key files

The question is -- does anyone know why none of these files can ever get
backed up by NetWorker? Does anyone know of a workaround?
They will be picked up by the (Microsoft specified) SYSTEM* savesets
and thus automatically skipped during normal file backup.
