Hello,
Double check your force incremental setting on the client's group, couple 
of other things that can have this behavior are.
are you using level backups ? or incremental schedule ( on some NDMP 
configs incremental will trigger FULL)
1. Any applicable Directive.
2. Any special schedule applied to group or client.
What do the logs say ? do the logs confirm level full backup ?
