In SVR4 unixes and others the zoneinfo library functions read the config
files each time - solaris at some stage started caching config the
first time you call the functions, which is why you have to reboot to be
sure....

No, I don't believe so.
Solaris has two patches: one is for "POSIX" timezones (TZ=EST5EDT), and
the other is for "geographic" ones (TZ=America/Boston). The reboot is
needed because some kernel files are changed: not sure exactly why
they're changed.
For Linux (and the BSDs I believe), once the files in /usr/share/
zoneinfo are updated (and /etc/localtime if it's not a link), then
things should be good.
Though it's best to do your own testing and not take my word for it. :)
