I see the forget directive in the 7.1 manual, I'm not too familar with it.
Your entry looks like it should work.   First guesses:

a.)  A nsr.dir or .nsr local directive in the data directory. (not likely).
b.)  Windows has a registry setting that Legato honors; it tells backup
software to skip directories. This overrides any directives from what we've
seen.  (Not likely that a data directory is here but possible).
c.)  Its a bug.
