In addition, to have NetWorker using volumes fro SCRATCH pool,
volumes from SCRATCH pool must be "Eligible for Recycling".

Just provisioning Scratch pool by labelling new tapes
will NOT result in having volumes used by other pools.
After labelling, you have to mark tape as recyclable.
Not doing it, NetWorker will stay pending on wait for volume(s)
event.

Yes you can. When you set up a pool you can allow other pools to take
tapes
from it. So that would be your scratch pool. Then the other pools you
set up
to enable them to take tapes from other pools.
 
One word of warning, is that they will then stay in the new pool and
never
return to scratch. That's what people normally want, but just so you
know.

Can you create a common pool say SCRATCH and let other pools grab tapes
from
the SCRATCH pool if there is no tapes are available in other pools.
