Then my first thought would be that someone accidentally set the volume
to be recyclable.

No.  That saveset should eventually be marked 'E'xpired again when nsrim
runs, since it is outside the retention period.

Also note that although the savesets are now 'recoverable', they are not
'browseable'.  Before they went to expired, the file indexes were
deleted.  If you need the individual file indexes, you'll need to merge
them back in.
