Oh, you don't. You 'apt-get install ncurses4' then simply
'rpm -i lgtoclnt-6.1.3-1.i386.rpm' but... I think I figured
out your problem.

 https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=75550

Note that Red Hat 8.0 has a bug in the RPM system which may sometimes
cause rpm to hang while installing new packages. If this happens to
you, follow these steps (as recommended by Red Hat):

Make *SURE* that rpm is hanging instead of just working slowly.
Check "vmstat 5" and "top" from another session to make sure the
   machine is idle.

Kill any running rpm commands. Run "killall rpm" several times,
until it reports "no process killed".

   Remove the RPM lock-files: rm -f /var/lib/rpm/__db*

Re-build the RPM datbase: rpm --rebuilddb

The other alternative would be to upgrade to a more recent version
of rpm and with apt-get that's pretty easy to do.

        --joey
