Might try:
nsrjb -o notrecyclable <volume name>
or
nsrmm -o notrecyclable <volume name>

Subject: [Networker] changing tape marked recyclable to un-recyclable
I marked a tape as recyclable when I should have relabeled it
instead--now, the other copies of the savesets are all marked
recyclable. Is there some way to change this back? Using nsrmm, I can
see that the browse and retention times are still in the future. But
this doesn't change the status. Please respond via email ASAP!
