I don't recall for certain what peices you need to install to get the
Admin GUI.  Possibly all of the client software, or perhaps even more.
As far as I know, you can have the client software installed on every
machine in your enterprise -- what matters for licensing is how many
clients have been created within NetWorker and are actually getting
backed up.  I would obviously only install it where I needed it, but
AFAIK there is no legal problem with having the client software installed
so you can get the admin GUI on more machines than you actually back up.

If you have no windows machine where the operator could conveniently use
it, the point is moot.  A script to deposit and withdraw via nsrjb should
be fairly trivial to write.
