Arg!  I think I found it...

As I was reading this email when it came back in from the list, I see that the
"Enabled" field is "0"

<facepalm>

And I see that it is "0" for all the volumes in question.

Pretty sure that might have something to do with it. lol

Problem fixed, Bacula now using volumes it is allowed to use.
