C$ is an administrative share.
C is not.

I also note that this particular behavior did not change between W7 and
W10, but changed after Windows XP.


Yes, I would recommend the hidden version c$. Also, the advanced sharing configuration will help either way. Simple Sharing will typically be an issue, I'm guessing that may be the change the occurred in the upgrade/conversion to Windows 10.
