About three months ago I published a script that creates an archive of hosts backed up with BackupPC and moves them to an offsite storage that is mounted on the BackupPC server. In my case that was a CIFS share from a remote Windows server. This script has been running smoothly on several BackupPC servers for about a year. The advantage of this archiving script over file-level or block-level replication is that you don't need a running installation of BackupPC in order to extract, view and/or restore files. The disadvantage is that restoration requires a bit more manual labour.

Personally I use option 1, but if I were to implement it today, and
bandwith was of issue. I would look into using btrfs / zfsonlinux and
send / receive.
