Make sure that the apache configuration tells apache what to serve up when you hit that url. In my installation, I have a symlink from /etc/backuppc/apache.conf to a file called backuppc.conf in my /etc/apache2/conf.d directory. I can't remember if the stock install puts that there or not. And then you have to restart apache.
Are you trying to reach the web interface from another computer? The IP address will be different. Not trying to insult you, just covering all the bases.
