We have just opened APAR IC78414 for problems with Microsoft Windows
activation after performing a restore of the system state. In general, we
have seen this with systems managed by Windows Volume License Key servers.

Additional note: be sure when you create your Windows PE boot media to use
WinPE version 3.1.
