Scratch mount does not have to equal the # of the tapes in the library. 

It's main purpose is to control the # of tapes a storage pool can
consume.

Hello, I have a IBM TS3200 library with 42 available tapes(SCRATCH) I
setup the maximum scratch mount to 20, should I set it up to be 42?
