Nobody knows.

Basically, a good reseller will tell you that you need the licenses
for the number of CPU's that are actively running your application
(assigned to that VM), so if your VM has 2 CPU's assigned, that's the
number of licenses you'll need. Now, IBM has made TSM licensing so
complex that this is only my opinion. The good news is, this is what
everybody can agree on that is reasonable, so if you ever find
yourself being audited, you can argue your case: if this was a real
system, that is how many licenses you'll need.
