I recommend that you carefully read the appendix in the client manual that
discusses using the journal based backup feature.
I also recommend that you read the journal based backup FAQ on the IBM web
site. Go to www.ibm.com, and in the upper right portion of the page enter
tsm journal based backup faq
then click the "search" button.

dsmcutil - Journaled File systems
Does anyone know how to Journal all local filesystems using the dsmcutil
command.
The TSM doc states that there are no valid options for the dsmcutil
command
dsmcutil install journal.
