Another TDP SQL 2.2 error

I have new install.  W2K SP2, SQL Server 7.0 SP2, TSM Client 4.2.1.20
and TDP SQL 2.2.0.0.  The B/A client works fine.  I can start the TDP SQL
Gui o.k., But can't access the SQL server.  When I execute the sqlfull.cmd,
get the following in the sqlfull.log:  (Listed the error only)

02/28/2002 13:30:57 ACO5422E Received the following from the MS SQL 
server:
02/28/2002 13:30:57 [SQL-DMO]The name 'Unicode locale ID' was not 
found in the ConfigValues collection.  If the name is a qualified name, use [] 
to separate various parts of the name, and try again. Microsoft SQL-DMO 
(HRESULT:0x80045510)

Our SQL DBA checked and indeed the 'Unicode locale ID' is in the
