I just tried on my 3.7.3 test server.  I see what you see I think.
I ran reg admin new new forcepw=yes
I then logged on as new with password new
I get error ANS1051E Invalide password.
I try again, I get the same error.
Then I try again and the window goes away, 3rd time it exits.

Looks like a bug.
