We have the same strange feature and still ignore the values.
Our NT-servers are connected to ADSM (OS390 3.1.2.20). Each server has its
own TR16 segment and when believing ADSM's output we get a network data
transfer rate of up to 500 MB/s (4 Gigabit/s). Not bad! Only a bit
disappointing that we only get 95 KB/s aggregate data transfer rate:

As those wrong values don't occur with WAN connections it could be a problem
with ADSM and Token Ring. It is definitly not depending on the ADSM version
(client and server OS/390), we got the same fantasy values for years through
all versions.
