To ADSM development!
I downloaded the E30243 PTF from http://index.storsys.ibm.com/adsm/3466
There are several errors here:
1) The e30243.readme reads E30241.tar.Z instead of E30243.tar.Z
2) Untar -xvf E30243.tar output is:

x E30243.README, 998 bytes, 2 media blocks.
x U458722.bff, 15554560 bytes, 30380 media blocks.
x install.list, 271 bytes, 1 media blocks.
x installEC, 6778 bytes, 14 media blocks.

3) When you run installEC -e E30243 (the readme again states E30241) the
script runs in an error. The adsmInstall.trace reports that the file
adsm.server.rte could not be found on the installation media.
ADSM support: please advise!
