We had the same problem on NT clients, although it was against a V2 server.
IBM took APAR IC19710 - you may want to check it out to see if you think it
details your problem.

Hello,
We have note the following problem :
We can't change password from the client when passwordaccess generate is
activate in opt file. If the option is not define in opt file no
problem.
