I get the impression that excluding a directory directly under "/" (root)
doesn't work, ie: "exclude.dir /somedir" does not exclude *anything*, while
"exclude /somedir/otherdir" does exclude files *and* directories under
/somedir/otherdir.
To exclude directories directly under root I use:
exclude.file /somedir/*
exclude.dir /somedir/*
exclude.dir /dev *should* work, though.
